If by design, I would say Lucian (bland and unmemorable).

If by team, then I would say either Glacia (Gen 3 team), Bruno (Gen 1 team), or Drasna.

My headcanon is that a region's Pokemon League also functions as its Law Enforcement. That's why Clay was going around arresting Plasma guys in B/W and why Lance was going around busting up the Team Rocket base in G/S/C

In terms of Pokemon it's probably Koga. I don't know how anyone could ever struggle against him outside of maybe some extremely restricted challenge run.

Just going to throw this out here. While Lucian, like most E4 members, was pretty fucking boring, I liked his design and thought it fit his booknerd gimmick. He's definitely my favorite of Sinnoh, and I think he's 12th best of all E4s shown to date.
