You can give it a + Attack nature instead of Speed so it gets Beast Boosts in its offensive stat instead of Speed (the Scarf doesn't affect this), which means that it can clean up lategame with snowballing High Jump Kicks. It's a surprisingly potent win condition.
Aside from that, Scarf Pheromosa's Speed tier is unbeatable. 601 Speed is faster than max Speed Kingdra in rain, faster than +2 Gyarados, faster than +2 Zard and Volcarona if they run neutral Speed natures, etc. It's just so insanely fast that it actually becomes worth it.
For offense teams, it's a great form of speed control, and a defense against setup sweepers. If you have Scarf Pheromosa, it's okay to let that Zard Dragon Dance once and kill something, because Pheromosa can revenge it.
Plus it's useful at all stages of a match. It can lead, it can pivot in and scout with U-turn, it's really damn good for utility.
