Also, her organization was very private for the most part, and few people actually knew of her freezing pokemon, opening wormholes, etc., and it's not like Hau, Gladion, Lillie, or the protag is going to bother telling the (similarly incompetent) police, let alone interpol.
Basically, they both had extenuating circumstances or traits letting them avoid jail or the police were too shit to arrest them.
