koko would be the best tapu, but his spa is just too low for him to beat garchomp without a Z. If he got Moonblast or Play Rough, he'd be the best.
lele's has the best typing of the tapus, the best bulk when combined with the typing, and the best damage. Lele is probably the only real reason (besides Knock Off) that Muk is as popular as he is.
