If they already have three abilities, then the new ability must replace one of the existing ones.

Altaria should get Fluffy.

I would say Flareon should get it, but it, Vaporeon and Jolteon have a kind of thematic equality thing going on with their hidden abilities right now.

That makes zero sense. Just give it Fluffy. Sure, it still can't take an Earthquake, but it's otherwise very nice. Defense is its lowest stat.
