Because it's based off a bat, so the joke is it's a mammal which only lives on the ground usually, but also flying through the air because it's a bat, so it's ground/flying. At least that's how I thought of it as a kid even though Zubat exists

Better question is why is Marowak a ground type? What does it even have to do with the ground? Why is Bonemerang and Boner Rush even ground type attacks when they are literally bones flying through the air?

Sure it has some light-based moves, but so do Normal, Grass, Psychic, Bug, Steel, and even Ghost (Confuse Ray). And Electric has the most light-themed Pokemon (Ampharos, Lanturn, Luxray, Heliolisk, Xurkitree).

Marowak looks sort of reptilian or dinosaurian, and is based on some sort of orphan that wears its mother's bones. Visually, it's based on the "desert skull" trope; a visual symbol showing that an area is deadly - either via predators or because it's a vast desert with no water. Sand, desert and bones in Pokemon are represented as "Ground".
