Its description doesn't fit its Base speed at all.

It dies to 2 fucking neutral attacks, unless they are really weak. On the other hand, unless the opponenet is weak to thunderbolt, it can almost never OHKO in response. So the opponent moves first, and brings vikavolt to >49%, Vikavolt deals good damage, but the opponent survives. Next turn the opponent finishes vikavolt off. That's how every single fucking Vikavolt matchup goes
