It's maybe a little too good. Not every Pokemon needs to be overpowered like the shit we've had recently.

Raikou is a perfect example of a good, but balanced Pokemon, and it should stay that way.

It's just a quirk of the type. Some types have types that they're closely associated with and get a lot of shared coverage (Rock/Ground, Psychic/Fairy, Water/Ice, ect) while others don't. Electric just doesn't overlap with any other type.
