The regional Kanto Pokédex is the one that includes all Pokémon whose national dex number ranges from #001 to #151. We haven't gotten an updated Kanto dex, so that's the current definition of it as of FRLG. Houndour and Murkrow are native to Kanto but they're not in that dex.
Although, by extension, the Johto Pokédex technically applies to Kanto as well, so there's that.

Lapras, Snorlax, and Eevee, for instance, aren't Kanto native although they were in the Kanto dex. Hell, one could argue if Yungoos could be considered as native to Alola, especially because it was brought from elsewhere; same with Alolan Grimer.
So, in short, not all Pokémon in a regional dex are native to that region.
