Best: Johto and Unova
Worst: Alola and Kalos
Pretty much every town in Johto has some sort of backstory or lore to it, which made it feel like they were real places. Unova's Towns have personality
Kalos' towns are just super bland outside a few good ones in the middle and Alola's are just roads with blocked off houses on each side.
