because pikachu wasn't meant to be the mascot of the games, the anime just turned it into the face of the franchise. every pikaclone is there to emulate the appeal of pikachu: PIKACHU not raichu. no one ever gave a shit about raichu.

Simple. Every pikaclone from Gen 2 onward represents its generation in some way.

this always bugged me a bit. shouldn't team skull be the mimikyu because they were the fake evil team and its the fake pikachu, and aether be the togedemaru because they were the actual antagonists and it's the actual pikeaclone for the gen?

Alternatively, the Aether Foundation as a whole seemed like a nice entity until you discover the not so nice parts about it, such as Type: Null.

They're considered Pika clones because they're meant to have a similar appeal to Pikachu. They're all electric mice, or at least mouse-like creatures, and have a pretty similar appeal. I don't think people would mind as much if each generation wasn't obligated to have one.
