Because it is a fighting type with 100+ special attack and literally no good fighting moves. It's stuck spamming Brick Break, Focus Miss and Clanging Scales while hoping that it doesn't get one shot by fairies thanks to its crippling 85 base speed. Also incomplete fighting line maymay
