Dialga, Palkia, and Giratina (and Arceus)'s abilities certainly aren't overrated, and as of ORAS, we can tell that Kyogre, Groudon, and Rayquaza are just as powerful as the legends say due to their Primal and Mega forms.

What is Hoopa's Mythical role/purpose anyway?
All other legendaries have some kind of duty to protect or monitor some aspect of the world, so what is Hoopa's job? Is it the Fast Travel service?

Primal pokemon were clearly made more powerful than they could sustain, so they could create the world. After doing that, the energy consumption or something was unstable so they changed to a wesjrr form. I mean, clearly primal forms were given for exactly the purpose of creation of a planet, and after that creation they don't need the form.

Mega is pushing beyond the limits of creation.

Makes perfect sense.
