What would be the worst way to distribute a BST of 700 without any extreme minmaxing?

Everything in to offensive stats with enough speed to be slow but also bad in Trick Room. Give it either no movepool or a large pool with no good STAB and only moves of the weaker attacking stat.

Slow Start/Truant/Defeatist also "helps"

That typing really pushes it over the edge. Bug/Poison is a terrible offensive typing on a stat build made for an attacker. And a mixed attacker, at that. And it can't even outspeed Primal Groudon. It would be the laughingstock of Ubers

Something similar to what Cresselia would be if she swapped the HP and Spe stat and increased/decreased it in sprinkles.

It summons a trick room upon joining that lasts 4 turn. If there's already a tr in the field upon joining, it revert the dimension to normal.

Now you have a bulky, fast, mixed attacker

Minmaxing speed is always worst then minmaxing an offensive stat. You mau concur with me that, even on tanks, or even walls, receiving no damage is better than receicing a bit of it.
Thanks to the tr this it's not the case though. And that's what make it bad, lazy design with few cons and a lot of pros[/spoiler:lit]

Just take Kommo-o as an example. Literally everything that could go wrong with statting a pokemon went wrong.
It has good bulk and bad speed with a horrid defensive typing.
It learns dragon dance, its atk is higher than its sp.atk and its physical movepool is infinitely worse than its special one.
Its signature move lowers its defense, making his high bulk even more pointless and his lack of speed even more crippling.

That's how you make a high BST pokemon dogshit.

Kyurem-W and Kyurem-B both have 700 BSTs yet still suck. You could make them slightly worse by taking 15 or so BST out of their speed and putting it into their secondary attack stat

700 BST is above average for Ubers though and Kyurem-B didn't even make it (while Kyurem-W did but is low tier) despite having adequate movepools and decent offensive typing
