This is happening outside the Haina Desert on the route with all the trailers. You can find Plumeria and an NPC that might be her mom in one of the trailers there (pretty sure they were the residents of Tapu Village but moved into those trailers after Hurricane Bulu)

The former grunts are acting stiff and respectful because they still see Plumeria as a leader. Plumeria has that look on her face because she's not a Team Skull admin anymore and probably doesn't want to be seen as something like that anymore.
