The only reason why some IVs shouldn't be maxed out should be for specific purposes for example, a special attacker with 0 attack IVs to minimize damage from Foul Play or 0 speed IVs for Trick Room purposes and obviously for certain Hidden Powers but Megagross doesn't strike me as a special attacker. You either may have been sniped or there was a tiny mistake.
