The move sandstorm and the weather sandstorm are both associated with the rock type, the first being a move of that type, the second because it raises a stat of rock type pokemon when it is up. Also, weather ball becomes a rock type move in a sandstorm.
Yet sand attack, sand tomb, and shore up are ground type. Palossand and hippowdon, both sand monsters, are ground type, not rock. Sand force/veil/rush are shared by more ground types than rock types, and so was sandstream previous to gigalith getting it. Arena trap (arena is spanish for sand) is exclusive to ground types too.
I'm not sure even gamefreak has a clear idea of which type truly represents sand as a whole, if any.
