Apparently there was a N64 port of RGB for N64 being developed back in the early days, but it got shut down pretty quickly. These are fan mockups of what could've been.

i could see this being done, they just need to rip the models out of pokemon stadium and then make a few buildings and other things.

Why on earth would you go for a R/S/E N64 game? Just do Gamecube for that. Also, what you're thinking of is that they used the same models for PRIOR gens, gen 3 mons got higher poly models.
