Chespin can't learn Tackle either.

Whoever filled out the level-up learnsets probably made a mistake, I doubt they actually planned to not let them learn those moves.

Probably an error related to evolution moves. Fairly sure in the code they're like on the bottom of list, around Level 1 moves.

No, I have no idea why un-evolved Pokemon do that.

nah, a pokemon can learn the same move twice. a lot of times it's something like "Pokemon X learns move Y at Level 1 and at Level Z", Level 1 also sometimes being called "Start" or "Base" or something.

In this case I think it's because GF did the new Evolution Move system, so something probably got fucked up there
