Or maybe because it was the 20th anniversary of the first games? And that GF wanted to update the looks of the most recognized and oldestPokemon instead of things that were a lot more recent?

Just wait for Diamond/Pearl remakes where we get Sinnohan forms of Pokemon from a variety of regions.
