Can you even use the pokebank with gen 4 and 5? I don't think you can catch a glameow in any of the new games?

You can use Pokebank from Gen V. And you can transfer to Gen V from Gen IV, and there from Gen III.

In fact there was a special certificate you could get in ORAS if you transferred a Pokémon in all the way from RSE.

Between XY and ORAS you can get everything from Bulbasaur to Zyagarde, sans all the mythical pokemon. And then SM will get you all of gen 7
