Yeah that was a huge wtf for me too, had to use Flame Charge as the only STAB for the longest time. Thick Club is a huge pain in the ass to get too.
I wonder if move relearner was intended to be earlier in the game then they changed it? And then never bothered updating the movesets.
A lot of the game feels liek that really, like people working on different parts of the game didn't really communicate with each other or something, and everything just ended up slapped together

It's a catch all (though obviously canon) term for for the Pokemon that had the "Rhydon" party and map sprite in gens 1/2 like Rhydon, Nidoqueen, Tyranitar, Kangaskhan etc
