Am I retarded? I'm at Scorched Slab, Heatran's ring is sitting there, but it won't let me in. I also didn't get the "It's hot down here" message when I entered the room.

I have finished Delta Episode and I've got National Dex. What gives?

Since the portal leads to Heatrans room in Stark Mountain you have to play D/P/Pt first and cause it to appear there.
