Not to mention I don't trust Game Freak to add a whole new base stat. Some pokémon would inevitably be screwed over like after the physical-special split. Some pokémon would inevitably go from very strong to game-breaking like after mega evolution.
You'd be foolish to think pokémon like Lucario and Garchomp wouldn't be given a high brain stat purely because of popularity.
The general idea of some pokémon being able to learn more than four moves is interesting, but the way you insist on doing it would be overcomplicated, and is an ass-backwards way of buffing pokémon with bad stats and good moves anyway.
