I do like the idea of it though, so making the rocker features more apparent in the last stage while also introducing something on its body that makes it easier to visualise that would be great, right now you seem to have first drawn the bird and then afterwards tried to add stuff to remind us of a metalhead, while I'd actually argue to do it the other way around to set it apart from most bird Pokemon already existing.
Also, those earlier stages either need to go entirely or depict something else related to rock/metal, right now they're just Alolan Spearow.

The "cape" also seems like abad choice in this regard since many other creatures could rock a cape for various reasons, but putting a sheet like that on something that already has long feathers to obtain the same effect seems wasteful and unfitting to me.
Granted, the choices you've made aren't wrong, I just feel that you should have made different ones, but the design is ultimately up to you. Not much to say about your drawing style, it's clean and it gets the design across well.
