And I wonder why they made this change. If it was possible in HGSS then the chance was low but not zero, why would they decide to turn it to zero now?

Heavy Ball Beldum was previously possible, because a modified catch rate below 1 would "round up" to 1. Heavy Ball can go into the negatives normally, since it is not a multiplier like other balls.

Beast Balls are the only ball with a modifier below 1x. Because they and UBs exist now, the Heavy Ball ended up being altered to where it now no longer rounds up to 1; if it is 0 or goes below zero, then it remains impossible.

Well, Heavy Ball Beldum technically has never been possible due to Apricorn balls only being a Gen 2/HGSS thing, and the line overall has always had limited distribution and availability to catch. So Heavy Ball Beldums have always been an illegal combination.

It would have been possible this generation...but the way Beast Balls and UBs were coded, it ultimately killed the chance to finally have a Heavy Ball Metagross legally-speaking.

If the weight is over 300kgs, add 30 to the catch rate.
If the weight is over 200kgs, add 20 to the catch rate.
If the weight is over 100kgs, do nothing to the catch rate.
If the weight is UNDER 100kgs, subtract 20 from the catch rate.
Beldum has a catch rate of 3, and is 95.6kgs, so the new catch rate would be -17, which turns to 0.

Because they wanted to make it really hard to capture a non-UB in a Beast Ball while still being possible, so now it doesn't round up. It works for the Beast Ball because the catch rate would still be a non-0 value, but since the Heavy Ball is actually a hard decrease, it can dip to below 0 and won't round up as of Gen 7.

Critical captures differ from normal captures in that they only check for breaking out once instead of three times. A catch rate of 0 will still have it break out every time.
However, if my understanding is correct, as critical capture chances are based on the catch rate for that particular event (pokemon + ball combination), there is also a 0% chance of a critical capture here.

GF locked the entire line behind Johto Safari Zone though, so had they not, it'd have been possible.

This is the first time that a Pokeball type has been unable to catch a wild Pokemon, leading into a strange new legality rule. It's semi-significant because (hacked) Heavy Ball Beldum/Metang/Metagross have actually been passed around quite a bit on GTS.

Because their relatively low weight + their very low catch rate makes the catch value go below 0. Low weight mons have a reasonable catch rate (21+) so it never goes to negatives.

Is it really? Makes sense that a ball designed to catch heavy pokémon wouldnt work on ultra light Pokémon.

We seem to have established that it hasn't actually affected the legality of any Pokémon because HB Metagross wasn't possible in HGSS. It's hardly a fuck up, more just a change in a mechanic that wont change anything in game
