As far as the Government goes, It's not that the Government CAN'T take care of them. They can. About 10 years ago, Looker, Nanu and one more Interpol member almost killed Guzzlord. One of them just felt bad killing the Pokemon, which fucked things up hard and lead to third member dying. So at the very least, Government can take care of them, but it's still really dangerous and hard.
As for how Sun can easily take care of them, that's because he's perfect. He cannot fail. It's not that UBs are weak. Sun is just that much better than all of them combined. He's so much better that if need be, he can beat Buzzwole in a fist fight. The world is his playground. Everything WILL go the way he wants it to. UBs are strong, Sun is just much stronger.
