It would be busted in ou, regardless of typing. 120 in every stat is still 120 in EVERY stat.

It could run a movesets like:
Ice Beam
Earthquake
Recovery
Refresh/Judgment
And have literally no counters in OU
It could laugh off a stone edge from Landorus and nuke it with ice beam, recover next turn, and one-shot Heatran next turn.
Judgement would just be an optional third attack option for absurdly powerful STAB, but opting for refresh means it can't be status stalled, paired with its 120/120/120 defenses.

Earthquake would act like thousand arrows under gravity, hitting everything but bug and grass types for neutral
The only things that resist extreme speed are flat-out destroyed by gravity + earthquake, including ghost-types, who would otherwise be immune to both through levitate
