As if bubble making, dancing and singing isn't already something that might attract them. It's written all over the seal's face. Stuff it with frills and dress it up as a cute little pop idol mermaid and presto, you've got the perfect cutesy mon for little girls and indirectly for that "kind" of crowd too, even if unintentional. It's as forced as it can be.
You can see Popplio in whichever way you want, but Popplio is not and will never be any kind of clown. And no, it's not because it's got a big bulbous pink snot that's gonna make it more of a clown, clowns have red noses.
