Sawk and Throh were originally going to be oni with horns (this was stated in an official interview), but they were changed into those eyebrows they have now because the horns would make them look too similar to Tornadus and Thundurus (Tornadus was originally planned to be red instead of green).

Basically when you have a duo of characters with contrasting, but complimentary personalities. And often one is red and the other is blue, but this isn't a requirement.

The Red Oni is more passionate and wild, while the Blue Oni is more calm and collected.
