There are several routes.
1. Shell Smash
2. Reliable recovery
3. Better Fighting-type move options
4. Mega

I think Kommo-o was designed with a Mega in mind for sometime down the road, since they purposefully trimmed its stats since Dragon + Fighting with Poison & Steel coverage is pretty dangerous.
