So, Fairy should simply be neutral against Fighting. Bug should also resist Fairy.
Fairy also needs a weakness; Fire easily comes to mind since it resists Fairy.
Water has had similar issues for a long time (weak to two types, one of which is rarely seen as a major threat in the meta). Make it weak to Poison, and it should knock it down a peg.
From there, GF needs to work on making competitively viable Poison types to control Water and Fairy. In turn, Psychic can make a return to meta (its currently outclassed by Fairy), as would Fire. Since everything can also learn EQ, Ground would be plenty capable of keeping Poison checked.
