Sticky Web is nice, but the other things aren't that great.

Thunder's nerf, in addition to a mediocre 97 Special Attack, makes the 91% thunder not nearly as impressive. Charge Beam is nice, but it's too frail and slow to sweep reliably. I mean, 70% chance to boost your special attack by one stage isn't great. I'd rather have nasty plot. Also, sucker punch not having stab and coming from a much lower attacking stat makes it virtually useless.
