Either like Geomancy or Hyper Beam. Power Herb is a thing, sure, but it sacrifices an item slot (like the Z-move idea)

Could be as tame as -1 or as drastic as -6 in some stat (speed/offense probably)

Like Memento, or if that's too much, then like Belly Drum
And if nothing else, there's the accuracy aspect you can play with.
