a lot of good artist share their arts on tumblr

This isn't even bad. The style is not the best, but at least it is a nice drawing with its single problem being the tumblr nose syndrome.

At least the artist was as loyal to the characters as their style allowed them and didn't alter their appearance to reflect their asigned headcanonical gender or sexuality or whatever shit.

The art isn't terrible. They're going for more face variety than your standard anime fair but you can tell they're somewhat inexperienced and rely on some tumblr visual shorthands instead actually going out and observing people. There's a lot of good going on too though. Give 'em few years and they'll (probably) get better.

Not really. Bootleg would imply they're badly copying Disney (or more accurately Glen Kleane in this case.) They've got other influences and it's not a blatant ripoff of another artist.
