Assuming this is with Gen 3 mechanics, the best answer is surprisingly Seviper.

Seviper (it having Flamethrower) > Minum (neutral STAB Special attacks) > Swellow (Swellow only had Physical moves back in Gen 3)
In later Gens, then pretty much all of them can take on Forretress, altho Swellow still gets hurt alot by Gyro Ball and can miss heat wave.

The voice actor might have recorded all these segments in bulk without knowing the question, these were split into two parts every episode so they might have just bulk recorded a load of shit with no context and without the actor knowing what it was exactly, but mostly >>32184755.
