Give a shitmon a BS ability to render it useful.

Evaporator: grants STAB to water moves and immunity to water type attacks.

That's not how doubling stats works. Don't forget that the EVs, IVs and 10% from the nature are doubled as well. If it has max attack for example, it will be as if it has around 160 attack.

I think he meant actual stats (like huge power), not base stats
For reference, azumarill has 5 points less in both attacks than delibird
Delibird would also be fast as hell

GameFreak doesn't care about usefulness or balance, they care about popularity with the fanbase.

Magcargo is the kind of shitmon that needs a Mega Evolution (like Pidgeot and Beedrill, nice picks here), yet, we have things like Mega Garchomp, Mega Salamence, Mega Metagross and Mega Fug, plus champions of popularity like Charizard and Mewtwo have two Mega Evolutions each for no reason.
