its a universal blanket check to physical attackers and a huge crutch for bad teambuilding and misplays, and a good portion of their ban process revolves around making the game easier for themselves, so if they "like" something thats objectively cancer (see gen v weather) they wont touch it
you can see more recently how aegislash doesnt get banned for being an even bigger crutch than lando or having an effective bst that rivals box legendaries, no, they only care about the fact that when playing against one they have to guess in a situation that isnt a switch-in, not that it effortlessly bends 2/3 of existent viable pokemon over backwards
