That's the gist of it. No sorcery involved at all.
The only thing you need is the ability to dump and inject that big string of numbers called a save file, and a program that translates the numbers to understandable options and allows you to modify them.

There are general threads on hacking/genning every single day, check those out, they're really helpful. I used general threads to figure it out, it's ridiculously easy, and it doesn't take long to get into it at all.
