The RIZAADON Gijinka is literally just RIZAADON. It has more features of RIZAADON than that Emolga does, even having the wings, the horns, spikes, tail and claws. The body resembles RIZAADON much more than the Emolga does.
Oh, and it seems "pandering" is apparently an issue too. A girl in a cute dress, made only to look cute, not pandering. A girl in a bikini, complete and total pandering. Makes sense.
