Because if it's water, it already has a higher temp than the ice. Therefore, eventually it will melt the ice.

Water is only conductive to electricity due to dissolved ions. Ice sheds ions as it freezes, making it a poor conductor.

Also, you can't freeze ice (it's already frozen). I think being immune to itself makes perfect sense. Why would something like Avalugg be affected by ice beam?

Water has a very high specific heat capacity, so it's actually highly resistant to heating and cooling. Instead of water, it makes more sense for flying to be weak to fire, because it's very easy to heat air (and birds are flammable).

Yes but water generally doesn't like getting hit by anything 1250+ C and we're constantly shown in the anime where fire pokemon produce temperatures around the 8000-9000 range
