CFW is basically a patch over your existing firmware which allows you to do hacking stuff.
CFW is not the same as homebrew, getting homebrew just allows you to run small little programs on your 2ds, while CFW lets you do stuff like inject cias, get custom themes, use out of region games and much more.
You can just use JKSM and PkHex if you're not good at this sort of stuff, but if you want the best out of your 2ds you should get CFW + A9LH.
