There was only a 2 year gap between ORAS and SM. So it was the same amount of time they've put into any game. And 3D games take MUCH longer to make. Despite this, they gave the best first games of any Generation with SM.

SM actually started right after XY with ORAS being treated as a minor side project, so like XY it was three years. Though we know more than half of XY's development time was spent just on modelling all 720 Pokemon and animating them.

Also SM is literally the worst mainline game yet.

Even if ORAS was a side project, it was still a full game they needed to make. Even if it was in production for 3 years, that's still a lot. As much as any game, just with more work since they were 3D.
