The main games have literally dozens of unreleased items, and even some events that never saw the light of day, like the Altering Cave, a couple events in Gen 3 that required the E-Reader, and some Crystal events that were not even released in Japan.
Now tell me what Pokémon, including forms, have existed in the main games but were never released to the public? Literally only ???-Arceus and Eternal Floette, and the former was just an anti-crash measure.
Items not being released and a fancy cutscene being replaced with an even fancier one are completely mundane and irrelevant things compared to a creature with its own lore, model, stats and signature move never being made available in a game revolving around fucking catching creatures.
