You can a argument for empoleon and Blaziken. The animals that there based off of can't fly, but are you really telling me the pokemon based off of an owl, Wich can fly, and it's previous forms are able to fly just fine, and it has literal big wings. Can't take flight, even the Z-move makes it obvious that it could take flight. But I guess you probably just ignored that.
