The only reason it was blacklisted, as others pointed out, is that people keep trying to force discussion when it really doesn't have a niche in OU. I expect it to stay in RU, but it depends on the meta too. Remember the trash shitmon that was heliolisk was a staple of UU last gen due to its anti-meta nature.
