Increases the Pokemon's five main stats by *1.3 but only when at full health. I believe that such an item would actually be pretty balanced, especially considering how popular Stealth Rocks are.

Only in 6v6 unofficial smogon meta. In battlespot single or VGC where hazard is almost non-existing these would be way too good. No way Gamefreak would make that.
Even in 6v6 it would be too good because of magic guard user and if hazards is a problem just spin them away before sending your pokemon.
