Yes, he's very popular in OU, but he's not OP. You don't build entire teams around countering Landorus. He's so common because he's extremely versatile and checks a ton of threats. If anything he makes the tier more balanced then it would otherwise be.

Z-move legitimately make him broken, alot of people find it boring to see the same Pokémon on every team, he's a legendary people are automatically going to hate it for that, and people love to hate something good.

double dance lando has 3 checks in the entire tier, 2 of which can't switch into EQ and the other is defensive lando
z-moves made him completely fucking retarded since guessing its set wrong can cost you the game
