We've been over this. It doesn't have all the tools that made Arceus great.
Just give it those and it's the lower tier Arceus it was meant to be

The memories should have doubled as Z Crystals. There's little actual incentive to use the memories because all you're doing is sacrificing a slot that could be used for a LO or a Choice item.

Just remove all Memorys and make the Memory Device as key item. And give it Adaptability.
