Flinching can now take place on the next turn if the Pokémon that used the flinch attack moved last, effectively allowing slower Pokémon to cause faster mons to flinch.

What happens?

that would be free damage on their next mon who wouldn't be able to fight back so I don't see with an issue with it

I'm pretty sure normal flinching doesn't do that, so probably not.
